A number of new UK medical jobs may be created in the East Anglian area of Cobholm.
Although still subject to contract negotiations with potential developers, local campaigners believe a £1.2-million centre will be established.
The facility, which would house four GP consulting rooms, as well as minor operation rooms, multi-purpose clinical rooms and a waiting room, would be situated next to the Cobholm and Lichfield Health and Resource Centre.
It would also feature a pharmacy, the Great Yarmouth Mercury reports.
Commenting on the scheme, a spokesman for Great Yarmouth and Waveney Primary Care Trust (GYWPCT) said: "Despite unexpected difficulties with the development of this site, GYWPCT remains committed to building a brand new health centre."
He added that the trust aims to be in a position to commence the construction of the facility in the "very near future".
Established in October 2006, the GYWPCT provides a range of services, including speech therapy, occupational therapy, podiatry and district nursing.
